Jendelakaba.com-Lagi-lagi incident kecelakaan lalu lintas merengggut korban jiwa, kecelakaan yang terjadi karena banyaknya cangkang sawit yang berserakan dijalan by pass depan gudang bulog kelurahan pampangan Nan XX pada senin tanggal 3 januari 2025 lalu. Cangkang sawit yang berserakan tersebut diduga disebabkan karena Truk pengangkut yang Over Load (melebihi muatan).
Pernyataan ini disampaikan oleh Pengamat Kebijakan Publik Kota Padang, M. Rafi Ariansyah, S.AP, M.AP pada kamis 6 februari 2025 “Muatan yang melebihi kapasitas adalah menjadi faktor utama penyebab kerusakan jalan, berserakannya cangkang sawit dijalan raya, truk terbalik, beban yang melebihi kapasitas juga beresiko saat truk melakukan pengereman”.
Pernyataan tersebut diperkuat dengan fakta Beberapa waktu lalu, kita juga melihat pengangkutan minyak sawit yang berlebihan dan terjadi kecelakaan pada jalan Tarusan-Pesisir Selatan pada tanggal 16 november 2024 sehingga minyak sawit itu tertumpah kejalan dan banyak menyebabkan kecelakaan lalu lintas.
Pengamat Kebijakan Publik Kota Padang, M. Rafi Ariansyah, S.AP, M.AP lebih jauh juga menyampaikan bahwa aturan perhubungan sangat lengkap dan jelas semuanya mengatur kendaraan berlalu lintas termasuk truk pengangkut barang dimana mereka harus mematuhi standar muatan untuk setiap jenis truk yang telah ditetapkan oleh perhubungan. Aturan yang mengatur yang maksud adalah Undang-Undang Nomor 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan, Peraturan Menteri Perhubungan Nomor 60 Tahun 2019, dan Surat Edaran Menteri Perhubungan Nomor 21 Tahun 2019.
Dosen Matakuliah Perilaku Organisasi ini juga menerangkan bahwa di Provinsi Sumatera Barat juga ada pengaturan jam operasional dan pengawasan muatan. Kapan truk diperbolehkan bisa melewati jalan, dan rute jalan mana yang harus mereka lalui itu sebenarnya pengaturan proseduralnya sudah jelas. Prosedur dan jam operasional truk pengangkut sudah jelas, tinggal dipatuhi dan diawasi serta ditindak oleh pihak berwenang”
Rafi juga menduga bahwa lolosnya Truk pengangkut barang yang over load ini dikarenakan adanya praktek uang pelicin yang dijalankan Oknum Dinas Perhubungan Sumatera Barat “truk yang seharusnya melebihi kapasitas seharusnya ditindak tegas, jangan sampai publik menduga adanya praktek uang pelicin sehingga truk yang over load tetap diizinkan melintas” bagi rafi tindakan oknum ini merupakan representatif ketidakmampuan Kepala Dinas Perhubungan Sumatera Barat dalam memimpin instansi yang dikelolanya.***
