TIM PENGAWASAN HAJI DPD RI DI MEKKAH NILAI PEMERINTAH TAK SERIUS KELOLA DAN JALANKAN KEBIJAKAN HAJI RAMAH LANSIA

Jendelakaba.com, Mekkah (19/06/24). Seluruh ritual ibadah haji yang dillakukan oleh jamaah haji telah selesai dilaksanakan pada 10 Dzulhijjah lalu. DPD RI sebagai perwakilan masyarakat dan daerah memiliki kepentingan langsung terhadap penyelenggaraan ibadah haji agar berlangsung aman, nyaman, tertib, dan sesuai dengan ketentuan syariat. Oleh karena itu berdasarkan ketentuan Pasal 27 UU 8 Tahun 2019 yang menegaskan kedudukan DPD RI sebagai pengawas eksternal, DPD RI melaksanakan amanatnya tersebut melakukan pengawasan atas penyelenggraan ibadah haji pada musim haji tahun 1445 H/2024 M.

Tim pengawasan haji DPD RI tersebut terdiri dari 9 orang yakni Abdul Hakim (Lampung), Mirati Dewaningsih (Maluku), Ajbar (Sulbar), Muhammad Gazali (Riau), Ria Saptarika (Kepri), Herry Efrian (Kep. Babel), Eni Khairani (Bengkulu), Bambang Sutrisno (Jateng), dan Tgk. Ibnu Halil (NTB).

Abdul Hakim, senator DPD RI asal provinsi Lampung yang memimpin tim pengawasan haji DPD RI secara umum memgapresiasi kinerja Pemerintah yang telah mengupayakan berbagai berbaikan dalam layanan ibadah haji. Salah satunya aplikasi kawal Haji yang sangat bermanfaat membantu para jamaah haji. Aplikasi Kawal haji menjadi kanal penghubung antarjemaah haji, petugas, keluarga, dan publik, serta stakeholder lainnya.

Meski demikian, secara tegas senator Lampung itu mengkritisi kebijakan Haji Ramah Lansia yang menjadi tagline penyelenggaraan ibadah haji pada musim haji tahun 1445 H/2024 M ini.

Sebagaimana diketahui sejak musim haji tahun 2023 silam penyelenggaraan ibadah haji mengusung tema dan tagline “Haji Ramah Lansia”. Hal ini tidak terlepas dari fakta masih banyak jemaah haji yang berusia 65 tahun ke atas. Menurut Sistem Informasi dan Komputerisasi Haji Terpadu (Siskohat) jumlah jamaah haji di atas 65 tahun hampir 45 ribu orang. Jumlah ini tentu tidak bisa dikatakan sedikit. Jika dirasiokan berdasarkan total kuota jemaah haji reguler, 213.320, maka prosentasenya hampir 21%. Lansia ini terbagi dalam empat kelompok umur: 34.420 jemaah pada rentang umur 66 – 75 tahun, 8.435 pada rentang umur 76 – 85 tahun, 1.835 pada rentang umur 86 – 95 tahun, dan 55 dengan usia lebih 95 tahun.

Seharusnya dengan komposisi jamaah haji yang sedemikian itu, layanan istiha’ah kesehatan yang diberikan oleh Pemerintah diperketat serta dilakukan secara mendetail.

Menurut senator Lampung itu, meski Pemerintah menetapkan bahwa istiha’ah kesehatan menjadi syarat pelunasan Bipih haji regular, faktanya layanan istiha’ah kesehatan sejauh ini sebatas formalitas belaka. Hal ini berdasarkan temuan yang diperoleh oleh tim pengawasan DPD RI di Mekkah.

Pertama, jumlah jamaah haji 2024 yang berusia 40 tahun ke atas atau lebih yang memiliki resiko tinggi dengan penyakit bawaan seperti hipertensi, kolesterol tinggi, dan diabetes sangat banyak jumlahnya. Menurut Abdul Hakim, kondisi ini tentu patut dipertanyakan. Bagaimana mungkin mereka bisa yang dinyatakan lolos dan memenuhi syarat istithaah kesehatan. “Kami temukan misalnya ada jamaah haji yang sudah pada fase cuci darah, bepergian haji sendiri dan tanpa pendamping. Ini yang banyak terjadi,” tegasnya Kedua, kondisi ini diperparah dengan tidak sebandingnya proporsi jumlah tenaga kesehatan yang tersedia dengan jamaah yang ada.

Masih menurut Abdul Hakim, sepanjang jamaah dengan resiko tinggi dn penyakit tersebut melakukan pemeriksaan secara rutin ke dokter, berpola hidup mengikuti arahan dokter selama di Indonesia mungkin tidak ada masalah, akan tetapi jika sebaliknya malah mengganggu ritual ibadah di Mekkah. Tambahan lagi UU 8/2019 tentang Penyelenggaraan Ibadah Haji dan Umroh tegas menyebutkan bahwa penyelenggaraan ibadah haji merupakan tugas nasional yang dilakukan oleh Pemerintah. Sehingga seharusnya Pemerintah secara optimal melaksanakan layanan kesehatan tersebut.” kata Abdul Hakim.
